President Carlsrud called the meeting to order at 7:00 AM.

New Business

Discuss and Approve the 2025 Preliminary Budget

Finance Director Klein reported that at this time we do not have an estimated value of a mill from Barnes County. Based on assessed property values, we are estimating the increase in value of a mill to be 4%. The 2025 Preliminary Budget has a 3% increase in dollars levied compared to the 2024 Budget. Last year’s increase from the 2023 Budget to the 2024 Budget was 4.8%. The increase in expenditures in the General Fund is 4.8%. The 2025 Transfers In are the same as 2024 with $260,000 being transferred in from Fund 241 Property Tax Relief. Transfers Out total $445,833 to Fund 225 Building Reserves $101,950, Fund 230 Renew & Replacement $243,883, Fund 290 Infrastructure R&R $100,000. Cash reserves are at $1,536,574 which is 34% of expenditures, this is within the guidelines set in the City’s Fund Balance policy.

The transfer from the Utility Fund to General Fund is $250,000 less than in 2024, this $250,000 will be designated for the new Public Works Service Center. The Public Works Transfer In is $85,000 less than 2024 to Fund 231 Street Renew and Replacement.

The proposed salaries in the 2025 Budget includes a 4% cost of living allowance (COLA) increase and a step increase in the 0-24-year salary schedule.

The increase in health insurance premiums for 2025 is approximately 4.5%. In 2024 the City paid for 80% of the premiums, in 2025 the City’s share of health insurance premiums will increase to 85%. In 2025 the City will also pay a $2,000 insurance incentive to those employees who are not on the City’s Health Insurance Policy through NDPHIT. The City’s contribution to the employee’s HSA accounts would remain the same, with the employees matching a portion of the contribution in order to receive the full amount.

Commissioner Gulmon moved to approve the 2025 Preliminary Budget as presented which includes the proposed salary structure and 4% COLA, seconded by Commissioner Bishop. Motion carried.

Approve First Reading of Ordinance 1157, An Ordinance to Amend and Reenact Section 12-05-03 of the Valley City Municipal Code Relating to Removal of Weeds and Grass. New procedure on Notifications of Violations for Grass and Weed Mowing. 1 Notification per Year, not per Violation.

Commissioner Gulmon moved to approve, seconded by Commissioner Bishop. Motion passed unanimously.

RESOLUTION

Approve Resolution 2452, a Resolution Amending the Master Fee Schedule. Amending andRevising the entire Master Fee Schedule with up to date Fees & Charges for Services from all Departments.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford thanked the Public Works Crew for the work they did during and after the storm early Monday morning. Thank you to Finance Director Klein with all the prep work on the 2025 Budget and to all the Department Heads for getting your information into Brenda.  Thank you to the Portfolio Holders as well.

Engineer Petersen gave an update on the Construction Projects happening around town. The Crews are working around the weather delays as much as possible.

Mayor Carlsrud echoed City Administrator Crawford’s Thank You regarding the 2025 Budget & Cleanup after the Storm. Thanks to all of our Employees, we have a wonderful Staff and we are grateful for that.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford shared that she is looking forward to working with Barnes County Dispatch with the After-Hours Calls. Working local & keeping the money local. Releases from Bald Hill Dam  is now at 15cfs and they are watching the forecast for rain.

CITY UPDATES & COMMISSION REPORTS

Fire Chief Magnuson presented the Commission with a request to purchase a vehicle for the Fire Department. The current Tahoe vehicle in use is in need of additional repairs and a large estimate was received for those repairs, this, after spending 11,000. on repairs earlier. There is a vehicle that was traded in that has less miles, is in great condition and is less than half of a new vehicle at 37,000. The Commission discussed at length the need to have a reliable vehicle, the options of possibly using a police vehicle, the cost of continued repairs on the current vehicle, the cost of the new used vehicle and whether to wait and budget in 2025 or to go ahead and get the vehicle now. Commissioner Magnuson sustained from voting. Commissioner Erickson was not in favor of the purchase at this time. Commissioner Bishop, Commissioner Gulmon & President Carlsrud agreed to the purchase of the replacement vehicle. The consensus was to go ahead and purchase the vehicle.

Finance Director Klein reminded the Commission that Budget Meetings would be starting in early July.

City Assessor Current gave the Commission a map detailing her coverage over the last few years and that she has been reaching out to Home Owners for appointments. Thank you to the Home Owners for setting up meetings with her.

Police Lieutenant Rustebakke talked about the new Tablets and Software that the Officers received to assist when dealing with a Mental Health Crisis on a call. He also thanked City County Health for the ID Scanners that were utilized at the last street dance. These scanners are available to the Liquor Establishment Owners by reaching out to the Valley City Police Department. Rustebakke concluded by being thankful to his team and other agencies for a quick and safe resolution to last week’s incident.  

City Engineer Petersen gave updates to the Construction Projects happening around town. The rain has slowed some processes but the Crews are working through them. Petersen also explained that a small tank was located by 3rd ST NW and the City Parking Lot, it was decided that the best course of action was to fill the tank with CDF & leave it where it lies.

Commission Gulmon reminded all that the 2025 Budget talks and meetings are starting and that he hopes it goes as well as last years process. He also reported that the Sales Tax numbers are about 14% higher than last year.

Commissioner Erickson reminded those in the NE and NW that the garbage make-up day for Thursday, July 4th will be on Wednesday, July 3rd.

Mayor Carlsrud thanked all the City Employees for their work, Commissioners for their time, and the Residents for their patience. Thank you to Paul MacDonald for agreeing to serve on the Renaissance Zone Committee. A special thank you to all who ran for Office and for your willingness to serve.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford asked Operations Supervisor Klemisch to give an update on the rain and the increased water releases on the river. The level should remain at about 9.5’ but his crew is preparing for 11’ just to be safe. You will see pumps running & culverts plugged as needed.

City Administrator Crawford explained that the City of Valley City recognizes Juneteenth as a Holiday but we do not observe it. The City follows North Dakota State’s guidelines. Discussion on After Hours is still in the works. We are currently trying to work with Barnes County Dispatch. Budget discussion has started. Working with the Department Heads on the Capital Improvement Plans as well as the 10 Year Master Plan.

Deputy Auditor Johnson gave an update on the Election. The County will do the canvassing on June 24th. We have reached out to the newly elected with information on the Oaths.

Police Chief Horner shared the great turn out for Community Days and Thank You to all that planned and worked the events. Special Thanks to his Officers for the extra time involved. 

Engineer Petersen gave an update on the Construction happening around town.

Engineer Eslinger updated the Commission on the Service Line Inventory has been accepted by the Department of Environmental Quality. There will be a Public Notice coming later this summer.

Mayor Carlsrud thanked the Commissioners for their service. He shared how great the Community Days Events went and all the people that were in attendance. Thank you to all the individuals that assisted with the planning and carrying out of the all the events throughout town. Special thanks to the City Employees who assisted as well. Stop by and check out the artwork posted by the Sheyenne Valley Vocational Center that is hanging on the wall in the Chamber, very nice work.

Approve Monthly Bills for the City and Public Works in the Amount of $2,104,601.12, Commissioner Bishop moved to approve, seconded by Commissioner Gulmon. Motion passed unanimously.

Approve Employee Travel Voucher Policy.

City Attorney Martineck stated we were having trouble getting forms turned within a reasonable time so this clarifies the expectation. They need to be turned in within 60 days after an event or if the event happens in December it needs to be turned in by January 31 st for budgeting purposes.

Commissioner Gulmon moved to approve, seconded by Commissioner Bishop. Motion passed unanimously.

Consider the Visitor’s Committee recommendation to Approve the Historical Grant Application for Valley City Barnes County Public Library in the amount of $25,000. for the Rotunda Renovation of the 1903 Carnegie Library Project.

Finance Director Klein added that this fits the guidelines and was approved by Visitor’s Committee. Mary Lee Nielson spoke on behalf of the Visitor’s Committee stating they know fixing anything historical is expensive and commended the Library for all the various sources they’ve found to fund this project.

Commissioner Magnuson moved to approve, seconded by Commissioner Gulmon. Motion passed unanimously.

Approve Site Authorizations for Thundering Saints Inc at Boomers Corner Keg, Bridges Bar & Grill and The Labor Club.

Commissioner Magnuson moved to approve, seconded by Commissioner Erickson. Motion passed unanimously.

Approve Site Authorizations for North Dakota Winter Show at the North Dakota Winter Show Event Center.

Approve Conditional Use Permit for Sheyenne Valley Area Career & Technology Center school in R-2 Two-Family Residential District.

City Attorney Martineck stated their expansion does not fit into the current zoning of an R2. PZ recommends approval.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.

Discuss Mobile Home Park Specification for existing Parks.

City Attorney Martineck stated the current manager of Sunrise Mobile Home park wants to move in additional mobile homes to fill three vacant spots. The current ORD does not allow the homes to be that close so in order to allow this there would have to be some sort of conditional use permit.

City Administrator Crawford is recommending this goes back to the PZ Board to discuss the conditional use permit as they are doing what they need to keep this park up.

Consensus was to send this to the Planning and Zoning Board.

Consider Delay of Public Sale of City Property Located in NW Industrial Park,

Jennifer Feist is requesting the delay of this due to a manufacturing company that is interested in the property along with the spur.

Commissioner Bishop moved to approve a 30-day delay, seconded by Commissioner Gulmon. Motion passed unanimously.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford reported clean up week went well. There were few places that did not sort their piles so they were left. Everyone pitched in and did a great job.

Please mow your lawns, several letters have gone out. When mowing please do not blow it in to the street as the grass clippings clog the storm drains and makes it a slippery surface for motorcycles and bicycles. Finance Director Klein mentioned the RZ Board, Visitor’s Committee and PZ Board have an opening on their boards.

City Engineer Peterson gave an update on the Construction Projects. We are having a public meeting next week for the 4dl St. and 6th St. NW-Phase Il, in preparation of the work starting in early June.

Commissioner Gulmon gave an update from the Finance Committee.

Commissioner Erickson stated hydrants will be flushed next week so run your COLD water to flush it out.

President Carlsrud thanked the graphic communications class for changing the pictures in the commission chambers and encouraged people to stop in and see them.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford reminded all that the Credit Card Fee goes into effect as of June 1st, 2024. There are several ways to avoid this 3.55% fee.  Sign up for auto pay, pay with a check or cash, or use your debit card. The Living Local App that is being put together with Valley City Barnes County Development Corporation, Parks & Rec, Valley City Chamber and the City of Valley City is coming along. It will be an all-in-one location that will cover information and events for the whole area. Any Community Groups or Organizations that are interested in being listed on the app, please reach out to Trinity Nelson at the VCBC Development Corp at 490-9012 to update your contact information.

City Attorney Martineck shared that he & Lieutenant Dana Rustebakke have finished the first round of interviews for the Police Records Administrator position. He will be setting up second round interviews with the top Applicants for this Friday with Police Chief Horner & City Administrator Crawford. 

City Engineer Peterson gave an update on the Construction Projects. The rain has slowed some of the projects but they seem to be working around the weather. Reminder: The project on West Main is a Department of Transportation project, not the City’s, and they are hoping to have a Public Relations person in place to handle the questions shortly.

Commissioner Gulmon gave an update from the Finance Committee.

Commissioner Erickson reminded all about the upcoming Clean-Up Week and the Electronics Drop Off available this year. Trees and branches can be taken out to the Service Center at any time, but please remember the 3” diameter rule. The week of the 20th, trees & branches will be picked up.

President Carlsrud shared that it is spring time & with that comes changes in your water. The cloudy water is just air, let it rest and it will clear up. Be assured, your water is safe to use and drink. Last Friday was the City’s Employee Appreciation Supper and we sure do appreciate the City Employees and all they do for this Community.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford reported that the Winter Show Road Shared Use Path Phase II Project was selected for the TA Funding in the amount of $375,280 for Construction in 2026. Clean-Up Week will now include Electronic Recycling. Valley City Residents or Businesses can take their electronics out to the Transfer Station during Clean-Up Week, they will not be picked up. There will be charge of $.75/lb., cash only. Starting June 1st, there will be a Credit Card Convenience Fee of 3.55% added to all transactions paying with a credit card. To avoid this fee, Residents may use the Auto Pay Method, Check, Cash or Debit Card.

CITY UPDATES & COMMISSION REPORTS

City Attorney Martineck would like to present an Ordinance at the next meeting regarding operating an Ice Cream Truck in Valley City and making the permitting of such a business more cost effective.

City Engineer Peterson shared construction updates on the projects happening around Valley City.

Commissioner Gulmon, Commissioner Erickson and Commissioner Bishop all congratulated Mayor for a Day Woehl on her winning essay titled “Mayor for a Day” and the excellent job that she did today.

Commissioner Bishop thanked the Fire Department and Police Department for all they do for our community.  He also thanked the City Staff.

Mayor for a Day Woehl thanked the Police Department and the Fire Department for the rides she received.

Mayor Carlsrud congratulated Mayor for a Day Woehl and thanked her for all her help. Thank you to her Family for sharing her with us. Reminded all that it is still dry out there, even with the rain, so be careful.
